  • Labour will create a new National Care Service.

Key points

  • As a stepping stone to full reform, we are determined that over 400,000 people most in need can benefit from our personal care plans. The cost of free personal care will be £670 million in the first full year. Of this £670 million, £420 million will come from the Department of Health, and the remainder will be met by local authorities.

  • The Conservatives offer a local care lottery - not a National Care Service. David Cameron's plan would do nothing for people unless they leave their homes and move into permanent residential care. The Tories have been forced to concede that they would not cover the full costs of all residential care, so under Conservative plans pensioners may end up having to pay top-ups.
