New Patient Guarantees

Issue

  • The Prime Minister has given a speech to the King's Fund on Labour's plans for the NHS.

Key points

  • Labour will accelerate NHS reform with new legally enforceable patient guarantees. The Tories would scrap our patient guarantees - including your right to see a cancer specialist in 2 weeks.

  • The PM today signalled his support for new legally enforceable patient guarantees. Patients not offered care meeting guaranteed standards will have the right to be treated privately with the costs met by the NHS.

    • A cancer guarantee to see a specialist within 2 weeks of referral by a GP and to all cancer test results within 1 week.
    • A waiting times guarantee, that all patients will be offered hospital treatment within no more than 18 weeks of seeing their GP.
    • A GP access guarantee, that all patients will be able to register with a GP open into evenings and weekends.
    • A guarantee of a regular healthcheck on the NHS for everyone over 40.
    • In the care system a guarantee that all those with the highest needs being looked after in their own homes will receive free personal care.

  • We will also transform community health and care services. We will offer millions more people the opportunity for their health and social care needs to be met out of hospital or residential care and in their own homes.

  • The Tories would scrap Labour's patient guarantees, including your right to see a cancer specialist in two weeks; and they would scrap our agreement with doctors, so that under the Tories, GPs' surgeries would be allowed to cut their opening hours.
