  • The independent inquiry into Mid-Staffordshire NHS Foundation Trust, chaired by Robert Francis QC, is due to be published today.

Key points

  • The Government apologises to those people who have suffered as a result of the mistakes that were made at Mid-Staffs. Everybody who uses the NHS has a right to expect the highest standards of treatment. We set up the Francis inquiry precisely to ensure that the community in Staffordshire had the opportunity to make their voices heard. We accept in full all of the inquiry's recommendations.

  • The failures were not the result of targets. As the Healthcare Commission said, "NHS managers have always had to deal with conflicting priorities. The vast majority do it successfully." People used to die waiting for operations; we now have the shortest waiting times since records began.
